Lithuania strengthens cyber resilience to counter AI driven fraud

As digital services expand across government and business, Lithuania is moving quickly to protect its e-society from rising AI driven cyber threats. The country relies heavily on secure digital systems such as e-signatures and digital health records. In response, it has launched a government funded national initiative coordinated by Innovation Agency Lithuania to boost digital resilience and e security. The program brings together scientists, businesses and policymakers to turn research into practical cybersecurity solutions already being tested in public institutions and critical infrastructure.

One of the three national missions under this initiative is Safe and Inclusive E-Society, led by Kaunas University of Technology. Valued at more than €24.1 million, the mission focuses on reducing personal data breach risks and strengthening cyber resilience for users of public and private digital services. The consortium includes Vilnius Tech, Mykolas Romeris University, NRD Cyber Security, Elsis PRO, Transcendent Group Baltics, the Baltic Institute of Advanced Technology, Infobalt and the Lithuanian Cybercrime Competence Research and Education Centre. Research areas include AI driven fraud detection in FinTech, smart adaptive buildings, threat detection sensors for critical infrastructure, hybrid threat management systems, disinformation detection using AI and automated cyber threat intelligence platforms.

Experts warn that Generative Artificial Intelligence and Large Language Models have transformed fraud tactics. Dr Rasa Bruzgiene from Kaunas University of Technology said, “Until now, the main defense relied on pattern based detection.” She explained that GenAI now produces realistic, error free and personalized phishing messages that are hard to detect. “The main change is no longer mass scale, but realism. In other words, modern attacks do not look like fraud. They look like normal legal communication.” Criminals use tools such as OpenAI models GPT 4 and GPT 5, Anthropic Claude and open source models like Llama, Falcon and Mistral, along with voice cloning and deepfake technologies.

Lithuania is also strengthening national defences. The National Cyber Security Centre has integrated AI into threat monitoring, cutting ransomware incidents by 5 times between 2023 and 2024. The country ranks 25th in the Chandler Good Government Index and 33rd in the Government AI Readiness Index 2025. Collaboration with NATO and ENISA supports hybrid defence efforts. As one official said, “We see cyber resilience not just as a technical task but as a foundation for democracy and economic growth.”
