IFS probationers gain on-ground exposure to Bihar’s governance and development model

As part of their structured training programme, probationary officers of the Indian Foreign Service (Batch-2025) undertook a field visit to key departments of the Bihar government on Wednesday to better understand governance practices, development priorities, and the state’s cultural and economic landscape.

The training programme began on 19 January and will continue until 23 January. During the visit, the trainee officers interacted with tourism minister Arun Shankar Prasad, science, technology and technical education minister Sunil Kumar, department secretary Pratima, art and culture secretary Pranav Kumar, and tourism director-cum-special secretary Udayan Mishra.

The tourism minister welcomed the officers at the departmental office in the main secretariat. Officials from the art and culture and tourism departments briefed the trainees on Bihar’s historical legacy, spiritual destinations, cultural traditions, traditional arts, and expanding tourism potential. The officers were also introduced to the state’s vision for positioning Bihar on the global tourism map and explored opportunities for international-level expansion.

Under the programme, the trainee officers will visit major tourist destinations, aspirational districts, and ODOP (One District One Product) districts. These visits are designed to showcase Bihar’s contribution to the vision of a developed India. “This visit of IFS trainee officers is an opportunity to showcase Bihar’s development plans at national and international levels, which will accelerate the state’s economic progress in future,” stated the official press release.

At the science, technology and technical education department, discussions focused on India’s role in the evolving global order, emerging geopolitical developments, and contemporary international issues. The contribution of the Bihari diaspora at the global level was also highlighted. Minister Sunil Kumar briefed the officers on steps being taken to make technical education more employment-oriented, with a strong focus on demand-driven and market-driven courses.

The department is integrating AI and other emerging technologies into the regular curriculum to improve students’ global competitiveness. The probationary officers shared their perspectives on these initiatives. Secretary Pratima explained the department’s roles, responsibilities, and best practices, and highlighted the establishment of language laboratories offering training in French, German, and Japanese. These facilities aim to help students access international opportunities, multinational companies, and global academic collaborations.
